KEY TASK

Safely identify, stop, and prevent electricity theft and meter tampering, make installations safe, and recover lost revenue within coverage APLE Coverage and escalate non-compliance in field operation.

KEY RESPONSIBILITIES

1.      Execute planned and targeted technical audits and inspections of Maximum Demand (MD) Metering Units, including the main meter, check meter, Current Transformers (CTs) and Potential Transformers (PTs) at high-value customer sites.

2.      Utilize technical knowledge and specialized testing equipment to detect to detect sophisticated method of MD Metering fraud, such as CT/PT connection bypass, Terminal block Tampering, Unauthorized ratio adjustments, and internal meter software manipulation.

3.      Perform on-site phasor analysis and power quality checks using specialized testing equipment (Secondary injection sets, power quality analysers) to confirm the correct wiring phasing and overall integrity of the MD installation.

4.      Meticulously collect, catalogue, and preserve physical and photographic evidence of tampering, maintain a rigorous chain of custody.

5.      Prepare clear, concise, and technically accurate field investigation reports detailing the physical findings, the nature of fraud detected, the technical corrective actions taken, and recommended follow-up measures.

6.      Verify the security of the entire metering enclosure, including seals, locks, and access points, to prevent physical interference.

7.      Ensure daily task is implemented in a customer service oriented manner in line with regulatory standards and local laws

6.      Track, Monitor and Report on Key Performance Indicators (Number of Infractions, volume of energy recovered, back-billed amounts) specifically for the NMD Segments.

1.      Estimate unbilled energy, compute penalties and charges as per policy/regulation.

2.      Detect and investigate suspected revenue loss using account reviews, data analytics, and site/field visits.

3.      Interview customers, gather evidence, calculate back-billing, and document findings to evidential standards.

4.      Negotiate repayments and settlements arrangements within delegated authority; manage and monitor payment plans and escalate to enforcement/legal where appropriate.

5.      Issue and track demand notices, provisional/final assessments, and revised bills; ensure due process and timelines.

6.      Liaise with legal teams and, where required, law enforcement for theft drive adherence prosecutions; attend hearings and provide testimony/evidence.

7.      Coordinate field operations for service disconnections/reconnections related to arrears and theft cases, ensuring safety and legal compliance.

10.   Manage customer hearings/objections to assessments; facilitate fair resolution within statutory timelines.

11.   Engage and Educate customers on liabilities, payment options, and consequences of non-payment of Penalty Charges.

12.   Drive adherence with the SOP for recovery, evidence and document handling, and customer engagement by all staff related to electricity theft and loss of revenue.

13.   Reconcile recovered amounts with finance; ensure accurate posting.

14.   Produce daily/weekly/monthly MIS on assessments raised, cash collected, recovery percentages, theft case outcomes, and feeder-wise impact.

15.   Uphold ethical conduct; prevent harassment, coercion, or informal settlements; comply with anti-bribery and whistleblower policies.

16.   Identify systemic risks (process gaps, fraud, and collusion) and escalate for corrective and preventive actions.

17.   Develop monthly result report for management and regulators (NERC); support audits and respond to audit findings.

JOB SUMMARY

Responsible to protect the financial integrity by combating Non-Technical Losses (NTL), which include energy theft, meter tampering, illegal connections, and billing fraud.

KEY TASK  

Focused on investigation in theft related complaints, whistle blowing and enforcement on electricity theft/offenders by arrest/prosecution.

KEY RESPONSIBILITIES

1.      Conduct regulatory compliance inspections and field validations of meters and service lines to independently identify all types of theft, tampering, wiring errors, and equipment malfunction.

2.      Secure, gather, and meticulously preserve physical and documentary evidence (photos, witness statements, tampered equipment parts) at the site to ensure the integrity of the case for Legal prosecution and revenue recovery.

3.      Ensure all defaulters/offenders meet the financial implications (penalties, back-billing) for energy theft and other infractions as guided by company policies and regulation.

4.      Enforce the disconnection of illegal usage and correct unsafe situations caused by tampering, coordinate with field crew to safely isolate or remove service lines.

5.      Work closely with Legal services department to build and prosecute cases against offenders. Collaborate with Law Enforcement Agency through the Security Department to report confirmed theft or property damage.

6.      Prepare and Present detailed technical investigative reports and summaries of pertinent data for stakeholders including management and regulatory bodies.

7.      Identify suspicious trends, activities, and hot-spot areas within the network that border on energy theft for targeted future interventions.

5.      Compliance rate to disconnection/reconnection procedure.

6.      Compliance rate to company policy and regulatory standards.

7.      Compliance rate to timeliness in reporting field infractions.

SPECIFICATION/ QUALIFICATION

 

 

 

·      BEng/HND in Electrical Engineering

·      2- 4 years metering/revenue protection experience.

·      Age; (25-40)

·      Previous experience in commercial field operations is an advantage.

·      Membership of a professional body is an advantage
